| White House officials at COP 21 have implied the landmark deal is one that congress, especially the congressional Republicans, will not be able to stop. None the less, Senate Majority leader Mitch McConnell began to denounce the deal and President Obama. He said "The president is making promises he canât keep, writing checks he canât cash, and stepping over the middle class to take credit for an âagreementâ that is subject to being shredded in 13 months." Many congressional leaders believe the U.S. is not legally bound to any agreement that is not approved by congress. But, Obama and his team found a loophole. The 31-page agreement was explicitly crafted to exclude emissions reductions targets and finance from the legally binding parts of the deal. Other areas of the deal, including five-year review cycles, do carry legal force. This frees the President from having to submit the deal to Congress. |
